Acquisition and Assessment Center
NITAAC is housed within the Department of Health and Human Services (HHS) at the National Institutes of Health (NIH), and is a full service acquisition program that has been designated as a federal Executive Agent, authorized by the Office of Management and Budget (OMB), to administer three Government-Wide Acquisition Contracts (GWACs) for information technology (IT) acquisitions. CIO-SP3, CIO-SP3 Small Business, and CIO-CS can be used by any Federal civilian or Department of Defense (DoD) agency to acquire information technology services, solutions, and commodities from pre-qualified vendors at lower than open market prices and in less time than going the traditional full and open route.
NITAAC has additionally expanded its support, to include the new, full-service Assisted Acquisition program, and is one of three OMB mandatory sources for laptop and desktop buys through their Government-wide Strategic Solutions (GSS) program.

Commodities and Solutions
The Chief Information Officer – Commodities and Solutions (CIO-CS) Government-wide Acquisition Contract (GWAC) is a ten (10) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an individual contract ceiling of $20 Billion that provides on and off-premise models to provide information technology (IT) commodities and solutions, as defined in FAR 2.101(b) and further clarified in the Clinger-Cohen Act of 1996. These IT commodities and solutions include health and biomedical-related IT commodities to meet scientific, health, administrative, operational, managerial, and information management requirements.
To ensure that Government systems keep pace with the speed of deployment within the private sector, the CIO-CS Contract additionally contains general IT commodities that enable holistic integration of medical systems within a broader IT architecture.
Pursuant to Federal Acquisition Regulation (FAR) 16.504(a)(4)(vi), any duly warranted federal government contracting officer, as defined in FAR 2.1, in good standing with the appropriate contracting authority is authorized to issue delivery orders under the NITAAC CIO-CS Contract. Delivery orders may be multiple-year with options, as described in FAR Subpart 17.2, or be multi-year, as defined under FAR Subpart 17.1.
